No - there is a secondary circuit that detects if the vehicle is running and if it is it turns the lights off.
wouldn't they still power off normally when the car was off?
If you were feeding power back into the circuit for some reason (if you accidentally crossed the power with the dimmer line, for example) it would cause the lights to stay on all the time.
You should specifically check the gray (I think) wire in your wiring harness - that is the output from the dimmer that normally controls the fading of lights on the dash and the interior lights. If you were somehow feeding power into that line it would cause the problems you are having.
The only way to tell for certain is to get a multimeter and check the voltage in each line of the dimmer switch. With the car off and the dimmer in the off position, 1 wire should be hot, another ground, and a 3rd dead (I believe your dimmer a 4th that likely goes to the dash lights) that leads to a relay or the interior lights. You'll need to disconnect your hu/amp power to perform this test. Once you've identified the dead line, put the fuse back in for your hu/amp and check it again. If it shows power then you have a crossed line and you need to track it down...
Hope this helps...
