A good friend of mine needs our help. She needs 5,000+ signatures for a petition to get the ball rolling to find her son. Here's her letter:

Hello Everyone

I am writing to you about a situation that is very urgent and I need to move on this as quickly as possible. I desperately need everyone's help.
I have a beautiful son named Coty. Coty was abducted on 8/15/94 by his biological father. When Coty was abducted I went to the Newnan Georgia Police department to report his abduction. The Detective refused me to file my missing persons report and said to me "whoever has physical custody is in the drivers seat since there is no custody order". This was illegal for this police department to refuse my missing persons report. Since Coty's abduction I have done everything within my power to find him through the years such as private investigators, attorneys and anything else I could think of. I have never stopped looking and doing everything I can do to no avail. The Newnan, GA police department made a serious mistake and I have been battling with them off and on for 13 years now for my missing person's report. I am sure you can understand that if they allow me to file my report this would be admitting that their department made the mistake and all that goes along with that. I have now been able to partner with Child Seek Network and they are taking up my battle with me. Child Seek Network has created a petition for the Governor of GA which is where the missing persons report must be filed (Newnan Georgia Police Department)
On the petition you can find out more. Please sign the petition and forward this email/petition to everyone you know. I must have 5,000 signatures before the petition can be presented to the Governor. If my petition to the Governor is not granted then Child Seek Network and myself will be going to the media. It has been a long 13 years of searching for my son. You could save my son's life by doing this. Please sign the petition.

Sounds like a bad situation but I smell BS.

The police department is correct to a point. I went through the same ordeal and it worked both ways. If there is no custody order its a civil matter.

13 years...

All she had to do was take him to court. If he cant be found and is hiding, its pretty much an instant win, since shes the mother anyhow. At which point, custody would be granted as shes the mother. She popped the kid out FOR SURE. The father, well she can always say there is a possibility he isnt the father...
