I might put the Comps in a set of q logic kick panels because its gunna cost about 100+ in fiberglass to biuld a pair and the Qlogic ones looks really smooth and stock. Plus I have never biult kick panels.... and also I can put a nice set of 3way coaxils in the factory spot..... is it possible to run a set of components and a set of coaxils off a 2 channel amp?

"coaxial 3-way" would be a triaxial, or "triax" for short. :)
If you put a set of separates and a set of triaxials on a 2 channel amp, you'll have a 2 ohm load, assuming all of the speakers are 4 ohms. That should work fine.
Personally I've found I prefer coaxials though, over triaxials. The two-way sets are much smoother without the harshness I tend to hear with the additional super-tweeter of a 3-way speaker. A good set of two-way coaxials will sound very good if they're positioned properly, and given ample power.
More ways isn't always better.

Would you guys start with the subs and sub amp or comps and comp amp?

to start I would only have the one set of components and would add the other set of Coax later on and if I did the two L5 8s I would buy one at a time

too complicated.
use two amps, one head unit, one good front set of separates, and two subs that aren't those shitty square subs.
then you have a good start :)

I would pass on that cliff stuff. And the kicker Square subs. If you want to go kicker look into the compVr's. I'm sure for the price of the L5's and cliff subs you could do A LOT better. As for comps you seem like your on a budget, look into some CDT comps, there seems like theres deals everywhere on those.
