Also, you don't have to be a dealer to purchase Class 3 stuff.

I don't know i just know that in order to purchase a Class 3 weapon you need to either be a FFL Dealer or have licencing for it...

correction: must be a Class III FFL dealer or to purchase a single weapon, go through the ATF and pay the tax, etc.
