Inspection, 1 mile later tire falls off?

Ok, here is the start to a long rant.
So my cousin buys a 97 blazer from this used car dealership. The dealer didnt get it inspected & my cousin didnt know the dealer was surpose too. So he takes it and gets it inspected himself at the shop he usually uses and it fails due to needing both lower ball joints. The guy who did the inspection told him that the dealer should of had it inspected and call the dept of revenue and see if the dealer has to pay for the repairs.
He calls them and they said by law the dealer should of had the vehicle inspected and that he had 3 days to return the vehicle and get his money back if he chooses not to keep it.
Josh = my cousin.
So he and I drove back up to the dealer (40 miles away) and told him that it failed inspection and that he needs to pay for the repairs. The dealer told him that he wouldnt and he isnt going to give him his money back either. Josh told him that it was against the law to sell him the truck without it being inspected first, the dealer told him fine, I know a guy who will inspect it the way it is. Josh said good, and then I will make sure you and the inspector are both shut down. The guy started saying how he didnt answer to no one and that he could get around all the laws. Finally after about 20 mins of yelling back and forth the guy agrees the pay for the repairs in full...
Its over now, right? > Wrong!
We go back and pay the shop for the ball joints. He leaves the shop and drives about .75 to his house. We change the air filter and fuel filter, then take it for a quick test drive. We get about .5 miles from his house and something goes *bammm* and the truck starts shaking horribly, abs light comes on and the brake pedal goes to the floor... After about 300 yards we got it stopped. I get out of the car and walk over to the drivers side and the freakin tire is about to fall off... We get it off the road the best we can and start walking back to his house... As soon as we got to his house we jump in his other truck and ran down to the place who just did the work and inspected it less then 2 miles ago but they were already close... Josh is pretty pissed by now so he has it towed, but to another shop...
This morning I met him at his house and we drove to the shop. They jacked it up in the parking lot and it appears to be the wheel bearing. We drive back the first shop and told him what happen, he says I'll have it towed over he and we'll get it fixed...
We drive back over to shop 2 and wait for the tow truck, help load the truck, then drive back to shop 1... The guy comes out and says yeap, its more than likely something we did... Either way my cousin is going to try to make him pay for the damage because he didnt do a good job with the inspecting which almost got us killed.
Thankful nobody was hurt and it didnt do any damage to the body. But yeah, its probably going to end up costing somebody alot of money.
