When trying to set my gain i found out i can only set it to output 7-8ish volts (and i need like 14)... right now its probably set for less than 2 or 3. does this mean my amp won't be able to put out its full power (100w RMS)? or what/

It it hard to know exactly what the problem is without a more detailed description of what you did to measure the voltage. However, here are a few suggestions:
Make sure the DMM is on AC volts and is connected securely to the speaker outputs.
check that the frequency used to test is not cut (with an eq or something) and is not outside of where the amplifier is operating (i.e. with a low or high pass filter)
make sure the test tone is recorded at 0db, not -10db or whatever, and the volume is set appropriately (3/4 is supposed to be a good starting point)
also, some DMM's are not acurate at high frequency ac voltage (so they start reducing the displayed voltage beyond a certain frequency) Try repeating the test with a different (lower) frequency. Perhaps 500hz instead of 1000hz.
if none of that helps, try posting a more detailed description of exacly what you did, and I am sure someone can help you.
Good luck with getting it set properly.
