in simplest terms, the voltage of the capacitor follows the circuit voltage.
when voltage rails sag due to a lack of current, the capacitor will do the same, thus not providing any help in regards to voltage rails. A capacitor does have uses, mainly in reducing AC ripple, and reducing propogation delay, but they do nothing at all for the actual rail voltage or supply of current.
If your friend wants to argue about it, he's welcome to argue about it with myself, or Richard Clark, or really anyone with an extensive knowledge of electrical engineering who actually understands how a capacitor and electrical circuit works, but I suggest he come prepared, and have his reference material handy.
