Any pointers??
If you want to be a serious long distance shooter it cost money. You need good equipment, scope, hand crafted ammo, lots of range time, shooting rests, ect.

If you want to be able to shoot long distances but not in a competition there are plenty of ways of doing that. I would suggest getting a Savage rifle because of its out of the box accuracy and vast amount of replacement parts that you can install with out taking it to a gunsmith. Once I got out of the car audio I got interested in guns a lot more and now I own a business that makes replacement barrels for Savages and sell reloading items. It is a great sport and a lot of fun. Varmint hunting is also a good way to do long distance shooting and have a lot of fun doing it.

I'd rather be fingerprinted each time I buy ammo. I don't think this is going to help that much, only a little.

What about the .05 cent tax on every round deal? That makes a $12 box of 500 rounds of .22 ammo triple in price. Jesus. Ammo is expensive enough.
